Milliman’s estimated competitive retiree buyout cost, as a percentage of accounting liability, increased by 10 bps from 99.6% to 99.7% during July. Milliman published the reading on 31 August 2026 in its Pension Buyout Index (MPBI), authored by Jake Pringle and Ryan Cook.
The increase came down to a 1-bps difference between two larger moves: in July 2026 the accounting discount rate increased by 38 basis points (bps), while competitive annuity purchase rates increased by 37 bps.
Average pricing buyout costs increased by 50 bps over the same month, from 102.6% to 103.1%. Set against that faster climb, Milliman estimates the competitive bidding process saves plan sponsors on average around 3.4% as of July 31.
